The Former President's Woke Warning Misses Europe's Real Danger: Technological Decline.

The recent US national security strategy presents a flawed view of Europe. It claims that unrestrained immigration and what it terms "progressive" policies pose an existential threat to the continent's identity. However, this perspective is based on a fundamental misreading of the reality. The actual danger facing the EU is not societal but technological and economic backwardness.

The Stark Growth Gap Between Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, US GDP surged by 87%, compared to a paltry thirteen and a half percent growth for the European Union. Over this time, European income per person fell from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a higher per capita income than several leading European economies like France and Italy.

Currently, roughly half of the world’s top fifty tech companies are US-based, while a mere four are European.

The Innovation Shortfall: A Critical Problem

The growing disparity stems from stronger productivity growth in the US, fueled by technological innovation and better use of resources. The scene of global tech dominance is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have scaled into companies valued at more than $10bn, versus only fourteen in the European continent.

This disparity raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe positioned? Experts widely concede it is essentially a contest between two involving the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

A number of major factors account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic network for financing new ventures. The EU has yet to establish a true capital markets union, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A US startup can introduce a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is split among 27 separate systems, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was once met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, there are causes for optimism. European leaders are growing more conscious of the existential challenge and have started to advance serious reform. Notable analyses on EU competitiveness and the internal market point to the need for sweeping reforms.

Given appropriate incentives and rule changes, these assets could support much higher levels of business-led breakthroughs.

The continent still possesses significant advantages: high-quality human capital, excellent schools and universities, and world-class research institutions. Coupled with a large internal market and substantial household savings, these elements could unleash a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly increase economic output by adopting and adapting innovations from elsewhere.

An Inflection Point

Europe now stands at a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. However, without decisive action to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
